  • After preliminary screening, the vacancy must be advertised openly for the period required by the Labour Department: normally 4 weeks, or 6 weeks for tier-two catering kitchen and service roles, with the required job fairs.
  • Channels: newspapers, job websites and the Labour Department's Interactive Employment Service; the LD also refers suitable local job-seekers for interviews.
  • After the recruitment period, submit recruitment details to the Supplementary Labour Division, including reasons for not interviewing/hiring individual candidates (Form ESLS-9).
  • The LD assesses the application, checks for breaches of the advised minimum wage or unreasonable rejection of local candidates, and seeks the Labour Advisory Board's views.

  • We coordinate workers' valid Exit-Entry Permits for Travelling to and from Hong Kong and Macao and the relevant endorsements.

  • Employers must provide suitable accommodation in Hong Kong or the Mainland; if not provided free of charge, ZHIGANG can assist in finding housing in Hong Kong.
  • We arrange attendance at the Labour Department's briefing within 8 weeks of arrival, with no wage deduction permitted.
  • If a worker cannot come to Hong Kong or complete the contract, submit the Notification of Termination (ESLS-13) within 7 days and apply for replacement candidates within the time limit.

Scope and payment / timing details

Employer scope: HK dollars per worker, with a 24-month contract used for the government levy example. Quota-application assistance is HK$0. The employer pays Zhigang a one-time HK$2,000 processing fee after approval when document processing begins.

Government levy: paid by the employer to support the Employees Retraining Board. It is HK$400 per worker multiplied by the contract months, capped at 24 months: HK$9,600 for 24 months. Pay Immigration once after visa approval and before visa issue. It is not a separate monthly visa fee.

Recurring and additional costs: wages, housing, statutory employee compensation insurance, transport and optional interview services are excluded. Different contract lengths, headcounts or service scopes require a revised quote.

Employee-side fees are separate: existing service information lists CNY600 per worker per month for labour services and CNY1,200 per worker per two years for insurance, collected by the mainland licensed partner. Confirm the start date, actual duration and payment schedule in writing. These are not Hong Kong government levies and are excluded from the employer's HK-dollar one-time subtotal.

The ESLS allows Hong Kong employers who genuinely cannot recruit suitable local candidates to import workers to fill vacancies — the main lawful channel for the catering, hotel and retail sectors. Workers are engaged under Standard Employment Contracts with wages in line with Hong Kong market levels.
