Step 6
Local recruitment starts on the date specified by the Labour Department: the basic period is 4 weeks; catering kitchen and service-department roles subject to tier-two review require 6 weeks and the required job fairs. Approval-in-principle is assessed case by case after recruitment. Visa applications follow that approval; Immigration normally takes 6 weeks after receiving all required documents. Recruitment, additional documents, approval, visas and arrival are separate stages. No fixed end-to-end arrival time is promised.
Route self-check
Choosing the wrong route is a common reason applications stall. Run the three checks below; consultants verify each one during assessment.
Check their status first: mainland Chinese residents file under ASMTP, non-mainland under GEP; a candidate already holding Top Talent Pass or QMAS status needs no employer-filed work visa — mind that their renewal is tied to employment in Hong Kong.
ESLS vs talent schemes route guide →Pre-hire right-to-work checks →Judge the role first: professions on the 60-item Talent List skip the market supply test; the 8 designated technology trades fit the quota-capped Technology Talent stream; frontline operational roles go to ESLS.

Open and transparent fees. We handle the HK labour quota application free of charge — fees apply only upon success.
Documentation fee
HK$2,000 / person
Charged only after quota approval
The government levy and ZHIGANG service fees are listed separately. Wages, accommodation, statutory insurance, transport and optional services are excluded. Actual costs follow current policy, the approval, contract months and written agreement.
Employer scope: HK dollars per worker, with a 24-month contract used for the government levy example. Quota-application assistance is HK$0. The employer pays Zhigang a one-time HK$2,000 processing fee after approval when document processing begins.
Government levy: paid by the employer to support the Employees Retraining Board. It is HK$400 per worker multiplied by the contract months, capped at 24 months: HK$9,600 for 24 months. Pay Immigration once after visa approval and before visa issue. It is not a separate monthly visa fee.
Recurring and additional costs: wages, housing, statutory employee compensation insurance, transport and optional interview services are excluded. Different contract lengths, headcounts or service scopes require a revised quote.
Employee-side fees are separate: existing service information lists CNY600 per worker per month for labour services and CNY1,200 per worker per two years for insurance, collected by the mainland licensed partner. Confirm the start date, actual duration and payment schedule in writing. These are not Hong Kong government levies and are excluded from the employer's HK-dollar one-time subtotal.
FAQ
Quotas, fees, recruitment evidence and accommodation — clear answers before you decide.
The ESLS allows Hong Kong employers who genuinely cannot recruit suitable local candidates to import workers to fill vacancies — the main lawful channel for the catering, hotel and retail sectors. Workers are engaged under Standard Employment Contracts with wages in line with Hong Kong market levels.
The employer prepares the current forms (ESLS-1A / ESLS-1B, September 2026 revision) with annexes and files with the Labour Department; after the initial-vetting notice, local recruitment runs as arranged by the Department (a 4-week baseline; 6 weeks plus fortnightly job fairs for tier-two catering kitchen and service roles), followed by approval, then visa and onboarding. Job seekers should apply through the jobs directory instead of filing themselves.
Hong Kong runs several imported-worker schemes: employers applying under the ESLS follow the service flow on this page; job seekers should browse the jobs directory and apply per posting; cases under other schemes (such as talent admission) follow the relevant government official guidance — the ESLS process does not cover every imported-worker case.
Costs comprise local recruitment evidence handling, application agency services, visa processing and an optional dormitory plan, quoted in writing by industry and headcount. Assessment is free. See the full fee details.
The employer completes the local recruitment required for the role and keeps advertisement, application and interview records. ZHIGANG can organise and check them; the Labour Department decides compliance and approval case by case.
Under the applicable standard employment contract, employers must provide suitable housing for imported workers; where the contract allows, the worker may instead live in their own residence in the Mainland. Employers may arrange compliant housing themselves or use the ZHIGANG staff dormitory plan.
