ESLS local recruitment proof: channels, duration and records
Local recruitment proof is where ESLS applications most often fail. Channels, duration and records are all required — this guide gives a practical document checklist.

Why local-recruitment proof is the first gate
The policy stance behind ESLS is "employ locals first". The employer must demonstrate through concrete actions that it advertised openly in Hong Kong, interviewed seriously, and genuinely could not hire suitable local staff. When the Labour Department reviews an ESLS application, the local-recruitment proof is the first item examined and the most common source of follow-up requests.
The compliant formula: channel, duration, records
All three elements must be satisfied at once; a missing one is grounds for rejection:
- Channel: publish adverts through channels recognised by the Labour Department and keep proof of publication
- Duration: recruitment must run for the required period covering a complete recruitment cycle
- Records: keep a complete log of applicants, interview arrangements and reasons for non-hiring as written evidence
Common rejection reasons
- Advertising duration too short or channels that do not meet the requirements
- Pay offers clearly below market level, read as a lack of genuine intent to hire
- Only advert screenshots with no applicant or interview records
- Unreasonable role requirements (such as unnecessary language or tenure restrictions)
How Zhigang handles it for you
Zhigang supports the local-recruitment evidence process: choosing appropriate channels for each role, following up on applicants, organising interview records and checking documents against published Labour Department requirements. The authority reviews each later application on its own facts.
