Macau retail recruitment & non-resident hiring solution

New openings, replenishment, peak-season shifts and chain expansion — four typical Macau retail scenarios, handled on one workflow: verify the store format and duties first (digital, apparel, beauty, premium, department store, supermarket and pharmacy roles follow the live vacancies), then prepare quota and recruitment-registration documents per the published requirements and follow approvals, permits and onboarding stage by stage.

1. Retail staffing reality and pain points

  • 01Titles are not duties: salesperson, shop assistant, cashier and stockkeeper boundaries differ store by store. The Labour Affairs Bureau's January 2026 job-matching events (a historical local-recruitment sample, registration closed 30 December 2025) show the official division — the retail session listed 'store manager, shop assistant, stockkeeper and tailor', the supermarket session listed 'stockkeeper, cashier, meat handler, produce packer and delivery support' as separate roles; check your own duty list item by item before filing.
  • 02The sector has an official baseline: per the Statistics and Census Service 2026 Q2 survey (official release in Chinese), wholesale & retail employed 65,803 staff (-1.6% year-on-year) with June average earnings of MOP 14,860 excluding non-recurring pay (no commission, no double pay) — sector averages are not a salesperson's or manager's actual wage, and each hire is assessed role by role.
  • 03Peak and shift pressure: holiday surges and long trading hours need rotating coverage that ad-hoc hiring cannot fill in time.
  • 04Compliance risk: hiring non-residents before approval is unlawful — per the official service page, each unlawful hire carries a fine of MOP 10,000 to 20,000. Chain operators are especially exposed on informal 'cross-store cover'.

2. Linking local recruitment to the quota application

3. How retail roles differ

Roles are mapped to your actual duty list, not job-title packaging. Two reminders: ① a pharmacy salesperson is not a pharmacist — pharmacists are a regulated profession and appear as separate roles in the official matching-event sample (historical local recruitment); postings here are salesperson roles. ② Pay reference: wholesale & retail June average earnings MOP 14,860 (2026 Q2 official survey, excluding commission and other non-recurring pay); each role is negotiated individually.

4. Role requirements and new-store workflow examples

Live example (role OY_14179): salesperson at a Macau digital store — fluent Cantonese, sales technique, customer-first manner; electronics or appliance experience preferred; video interview; pay of MOP 9,000 base plus 500 housing and 500 meal allowances and target-based commission, 10 days annual leave and 6 days sick leave. Fixed pay and commission terms are listed separately in the posting; live status prevails in the vacancy directory and no retail-wide pay standard is implied.

counted back from opening

batched filings

Example, counted back from opening: opening date → roles and shift plan → recruitment registration and records → quota documents (due within 15 days) → endorsement milestone → interviews and confirmation → entry document and blue card (within six months of the endorsement) → arrivals before soft opening with stockroom handover and shift configuration before the grand opening. Chains file store by store by hiring entity; the consultant walks owners, prerequisites and possible extra documents per step, and actual timing follows the authorities case by case — no promised total timeline.

5. Fixed pay, commission and hiring costs

Frequently asked questions

Must a retailer register recruitment before hiring non-residents?

Yes. Registration with the Labour Affairs Bureau precedes the permit application and records are kept as evidence; registration has been valid for 4 months since 2023 (official forms page — see the link above). Zhiao completes the registration and organises interview records.

How should base pay plus commission be set to stay compliant?

From 2026 the minimum wage is MOP 7,280/month or MOP 35/hour, expressly covering non-resident workers; commission counts into the month's basic remuneration for the test, and the Bureau's site carries an official worked example of a souvenir-shop salesperson's monthly pay plus commission (see the official minimum wage page, in Chinese). Housing is a special right outside the minimum-wage composition; overtime pay is excluded from basic remuneration. Marketing 'base pay' and statutory 'basic remuneration' are not the same term — list them separately in the contract.

Can we move a worker to another store of the same brand temporarily?

Not directly. Cross-store work requires the four conditions (identical name, same business nature, one social-security payer number, same taxpayer) plus an application approved by the Bureau; even temporary transfers must be declared first. Scenario guidance — temporary support, workplace change, role change, employer change, shop transfer — sits in the employer guide.

Does a pharmacy salesperson need a pharmacist licence?

No — they are different roles. Salespersons handle selling and counter service; pharmacists are a regulated profession requiring registration. Postings here are ordinary salesperson roles with duties listed as they are, never mixed with professional roles.

How does Zhiao vet retail candidates?

By format: scenario questions on customer needs, product explanation and after-sales; hands-on checks of POS and stock-count routines; shift fit confirmed at interview; a 30-day onboarding follow-up closes the loop. Records are available to the employer; the hiring decision stays with the employer.
