Hong Kong Talent List 2026: eligibility, applicable schemes and how it differs from ESLS

The short answer: the Talent List is the government's register of professions Hong Kong needs most (9 segments, 60 professions after the 2025 review). If a role is on the list, employers skip the market supply test under GEP/ASMTP, and QMAS applicants meeting list requirements get priority consideration under the points-based test. It is not automatic approval, and it is not the ESLS job list — ESLS covers frontline shortage roles, the Talent List covers professional admission facilitation, and the Technology Talent List (TPlist) covers sub-degree technical trades.

What the Talent List is: 9 segments, 60 professions

First drawn up in 2018 to focus admission facilitation on high-quality talent, the Talent List now comprises 60 professions under 9 industry segments after the 2025 review. The official framing: it showcases talents most needed by Hong Kong who are eligible for immigration facilitation under the General Employment Policy (GEP), the Admission Scheme for Mainland Talents and Professionals (ASMTP) and the Quality Migrant Admission Scheme (QMAS). Each profession has an official detail page with job duties and qualification requirements — most require a relevant bachelor's or master's degree plus years of experience, and the healthcare professions require Hong Kong registration.

What employers get: three schemes, two routes

The Talent List applies to exactly three admission schemes — GEP, ASMTP and QMAS; the Top Talent Pass (TTPS) and the Technology Talent Admission Scheme are not on the list of eligible schemes. The facilitation comes in two routes:

  • GEP/ASMTP: if the vacancy falls within a profession on the list, the employer is exempted from the market supply test under the Talent List admission-facilitation arrangement and may file directly without proving local recruitment difficulties. (The other waiver route: roles offering an annual salary of HK$2 million or above.)
  • QMAS: applicants meeting Talent List requirements receive priority consideration under the points-based test (the current test has 12 criteria of which at least 6 must be met; the list carries no standalone bonus points).
  • Red line: only the 'prove locals can't be found' step is waived — qualification vetting and market-commensurate salary checks continue as normal. On the list ≠ automatic approval, and the official site nowhere promises guaranteed approval.

How it differs from the ESLS job list

The most confused pair: the ESLS (Supplementary Labour Scheme) job list covers frontline shortage roles — waiters, room attendants, dishwashers, construction workers — where the employer proves local recruitment difficulties, files for a quota, pays at least the occupation median, and passes local recruitment periods and sector reviews (such as the F&B 3:1 staffing ratio). The Talent List concerns admission facilitation for professionals. The two run in parallel and never substitute for each other — one employer can perfectly well run both lines: professional roles via GEP/ASMTP with a list waiver, frontline roles via ESLS.

How it differs from the Technology Talent List (TPlist)

The other lookalike: the Technology Talent List serves the Technology Talent stream under GEP/ASMTP, targeting sub-degree talent aged 18-40 in eight designated technology trades — advanced manufacturing technicians (4 specialisms), nurses, aircraft maintenance technicians, marine technicians (local vessels), IT technicians (3 specialisms), lift & escalator technicians, BIM coordinators and electrical technicians. It is quota-capped (10,000 applications over the first three years, max 3,000 per trade, first-come-first-served) with an official minimum remuneration floor. One line: the Talent List = degree/professional level, no quota; TPlist = sub-degree/technician level, quota-capped.

Talent List and the Top Talent Pass: not linked, but don't misread

The Talent List does not apply to the Top Talent Pass — TTPS assesses personal background (Category A: HK$2.5m+ annual income; Category B: eligible-university degree plus 3 years' experience; Category C: degree within five years, annual quota of 10,000), not whether a role is on the list. But correct a common misreading: TTPS holders may freely take up and change employment, and start or join any business, during their stay without prior approval by the Director of Immigration — hiring one requires no employer-filed visa. Renewal is what ties to Hong Kong employment or business (stable income from employment or an operating business must be shown; note that Categories B/C file credential verification at the application stage).

The employer's decision path

Match the role, then the person:

  • Role on the Talent List's full 60-profession directory → GEP (non-mainland candidate) or ASMTP (mainland Chinese resident), filing directly with the market-supply-test waiver
  • Role not on the list but paying HK$2m+ a year → same waiver applies
  • Role among the 8 designated technology trades → assess the Technology Talent stream (mind the quotas and age band)
  • Frontline operational role → ESLS (prove local recruitment difficulty + median salary + sector reviews)
  • Candidate already holds TTPS/QMAS status → no employer application needed; mind their stay limit and renewal conditions

Checking qualifications

Before relying on the waiver, check the official detail page for each profession: most require a relevant bachelor's or master's degree plus years of experience (for example, chief AI experts need at least four years of relevant experience); all 13 healthcare professions require registration under Hong Kong ordinances (doctors under the Medical Registration Ordinance, and so on). Substandard credentials will not be rescued by the waiver. Individual professions list a policy bureau contact e-mail for enquiries.

One often-missed official threshold comes from the Immigration Department's Employer's Guide to the market-supply-test streamlined arrangement (which governs waiver eligibility when citing the Talent List): the vacancy should generally be at supervisory, managerial or professional level filled by an applicant with relevant experience (vacancies fillable by fresh graduates generally do not qualify), the applicant should hold at least a bachelor's degree, and — on pay — vacancies with a monthly salary below HK$30,000 across the whole remuneration package generally do not qualify. Note that this figure applies only to this waiver test; it is not a blanket minimum salary for all Hong Kong work visas. The full profession catalogue is at the Talent List sitemap.

FAQ

  • Q: How many professions are on the Talent List now? A: 60 professions across 9 segments after the 2025 review.

  • Q: Does a listing guarantee approval? A: No — only the market supply test is waived; qualification and salary vetting continue.
