How long does a foreign-worker quota application take?
The quota application takes about 1–2 months (documents must be completed within 15 days); the initial stay-permit review takes about five working days; visa and Blue Card processing takes about 1–1.5 months; recruitment and interviews about 1–2 weeks; and onboarding about one week. Actual timing is subject to the authorities. Applications supported by Zhiao record a historical average approval time of 30 days.
What is the total cost of a Macao foreign-worker quota application?
There is no government charge at the quota-application stage. Zhiao's service fee is MOP$2,000 per person and assessment is free. After onboarding, the employer pays the MOP$200 monthly non-resident-worker levy plus a MOP$100 Blue Card fee. Accommodation and insurance are borne by the employer under law. See /zhiao/pricing.
What is the Blue Card?
The Blue Card is the Non-resident Worker Identification Card and proves lawful work in Macao. After quota approval, a stay permit is requested from the Public Security Police Force. The worker enters from outside Macao with an entry permit for work and receives the card after final approval and payment of the MOP$100 fee.
Must the employer first show that local recruitment was unsuccessful?
Yes. Under Law 21/2009 on the Employment of Non-resident Workers, employers must prioritise local workers and register recruitment with the Labour Affairs Bureau. Zhiao helps compile and submit local-recruitment evidence.
Who is responsible for foreign-worker accommodation?
The employer. Under Administrative Regulation 88/2010, the employer must provide qualifying accommodation or pay each non-resident worker an accommodation allowance of at least MOP$500 per month. Zhiao does not provide accommodation services.
Which sectors may apply for foreign-worker quotas?
Hotels, catering, retail and security are main applicable sectors. Zhiao records volume delivery in all four: 10,000+ quotas supported, one catering client onboarding 30 people in 45 days, and a 90% annual retention level.
What happens when the contract or Blue Card expires?
Under Law 7/2008 on Labour Relations, a fixed-term contract may not exceed two years. Renewal must be submitted to the Labour Affairs Bureau 90 days before the work period expires. Zhiao provides reminders and renewal support before the Blue Card, stay permit and quota expire.
Is Zhiao a company registered in Macao?
Zhiao is the Macao business brand of AOYE Human Resources (Guangdong) Co., Ltd. and is not a Macao-registered company. Macao employment-agency, quota and stay-permit work is lawfully handled by a licensed Macao employment agency; mainland recruitment and labour procedures are handled by a partner qualified for Macao labour services.
