Macau construction safety card: how to enrol, renew and stay compliant (2026)
The safety card is the legal gate to Macau construction sites. This guide covers the legal basis (Law 3/2014), the three certification routes, enrolment channels (online platform and Macao One Account), 5-year validity and renewal, non-resident worker rules, and advanced training options — all per DSAL's current guidance.

What the card is
The construction industry safety card is mandated by Law 3/2014 (Construction Industry Safety Card System), in force since 6 October 2014: working on a Macau construction site requires holding the card, which evidences basic safety training. Each card is valid for 5 years with the expiry date printed on it; renewal means taking the refresher course, not automatic extension.
Who needs it
Two groups: Macau residents entering construction work, and non-resident workers permitted to stay and to work on construction sites (blue-card holders in construction must be certified too). Note this is a construction-industry regime — hotels and F&B have a separate 'hotel and catering safety card' with its own courses, exam and in-company training.
Three routes to certification
① Training course (first certification) — complete and pass DSAL's assessment; ② refresher course (renewal at the end of the 5-year validity); ③ public examination for those who prefer to self-study — candidates who fail must take the training or refresher course as applicable. Course schedules are published quarterly (the Q3/Q4 2026 timetables are on the DSAL card site); duration and fees follow the official timetable and course introductions.
How to enrol
The DSAL online enrolment platform (www3.dsal.gov.mo) covers construction and hotel/catering safety cards, advanced construction-safety training and unit-certificate courses, with forms in Chinese, Portuguese and English plus status checking; the Macao One Account enrolment service opened on 1 August 2026. The dedicated card site (dsal.gov.mo/card) hosts enrolment pages, timetables, teaching materials and card reissue procedures. Non-construction non-resident workers must submit an employer declaration and group enrolment form. Enquiries: (853) 8399 9222 / dsaldsso@dsal.gov.mo.
Issuance and verification
DSAL issues the 5-year card to those who pass the training/refresher course assessment or the public examination (Law 3/2014). The cardholder verification system (www3.dsal.gov.mo/SafeCardRegister) lets employers and workers confirm card records and expiry dates; lost cards follow the published reissue procedure.
Validity and renewal timeline
Check the expiry date on your card and enrol in a refresher course in time. Renewal: take the refresher course, pass the assessment, get a new card. Working without a continuously valid card no longer meets the site-entry requirement — re-qualify promptly; follow DSAL guidance for specific arrangements.
Beyond the basic card
The construction-safety specific training programme covers work at height, safe use of electricity, lifting appliance inspection and operation, and confined-space safety (plus an advanced confined-space risk assessment course). Hotel and catering employers can run in-house training via DSAL's trainer scheme. Beware anyone selling 'exam-free fast cards' — the card is only issued by DSAL after assessment or a passed exam.
