The National Group Standards Information Platform lists AOYE Resources (Guangdong) Co., Ltd. as a drafting organization for the Human Resources Service Organization Rating Classification and Evaluation standard. Company-confirmed information establishes that AOYE was one of the core drafting organizations and participated deeply in developing the Greater Bay Area's first tripartite mutual-recognition rating framework for HR service organizations.

4. How the new standard defines HR service capability in the Greater Bay Area
The Human Resources Service Organization Rating Classification and Evaluation standard is published by the Guangdong Human Resources Management Association under reference T/GDHR 0022—2026. The National Group Standards Information Platform lists it as published on 14 July 2026, implemented on 21 July 2026 and currently in force.
It uses a 5+8 framework: first assessing capabilities common to an organization, then applying indicators to the service categories it actually delivers. Its five grades rise from A through AA, AAA and AAAA to AAAAA, giving enterprise buyers a way to examine foundations, governance and delivery together rather than comparing only price or one case study.

5. How enterprises can use the standard to find providers with real capability

- Verify the legal entity, business registration, HR service licence and any destination-specific licence; match the permitted scope to the contracting entity
