How mainland residents can work in Hong Kong: routes, conditions, costs and anti-scam basics (2026)

There is no self-application route for mainland workers: every lawful path is employer- or status-driven — rank-and-file trades go through ESLS (filed by the Hong Kong employer), skilled trades through professional admission schemes, top talent through the Top Talent Pass. Follow five steps: route, conditions, pay, fees, anti-scam.

1. Pick the route first: which of the three lawful paths is yours

Before reading any job ad, sort out the route — your admission status decides what work you may do. The three mainstream routes compared:

2. The most realistic path: how ESLS works

For most mainland workers aiming at Hong Kong, ESLS is the realistic route. The flow in one line: the Hong Kong employer files with the Labour Department (individuals cannot apply on their own); after approval, the visa and entry follow. Key stages:

  • The Hong Kong employer submits the application and completes the local recruitment exercise (extended to 6 weeks for designated catering posts under the 2026 rules)
  • Mainland-side handling: exit procedures go through a MOFCOM-approved labour enterprise, while the Hong Kong side is run by the 14 licensed employment agencies on the Labour Department list (updated May 2025)
  • After approval, obtain the imported-worker visa and entry documents; on arrival, check that the visa matches the employment contract

3. Trades and realistic pay references

ESLS input trades concentrate in catering, services and construction. For pay anchors: Hong Kong has a statutory hourly minimum wage, and our job-list and trade-by-trade pay guides cover reference ranges and on-the-ground conditions for waiters, kitchen crew, cleaners and elderly-care roles — never rely on the word 'high pay' in an advertisement alone.

4. Fees and agency verification

Remember fees in three buckets: government fees follow official schedules; a licensed Hong Kong agency's commission is capped at 10% of the first month's earned wages, payable after that wage; medical checks and accommodation follow actual costs and the contract. Choose an agency by verification, not by referral: check the MOFCOM-approved list and the Labour Department's licensed-agency list, then run the fee checklist item by item. For common scams and how to spot them, see the anti-scam guide.

5. Accommodation and the first days in Hong Kong

ESLS sets explicit requirements on employer-arranged accommodation (the 2026 rules tightened the accommodation deduction cap to 20% of wages). Before signing, ask where you will live, how many share the flat, and the deduction standard. After arrival, three checks: the visa matches the role, MPF and insurance are in place, and you keep the contract and pay records. See the dedicated guide for accommodation rules.

6. FAQ

  • Q: What are the conditions for working in Hong Kong? A: Secure a Hong Kong employer's hire first, then the employer or an approved labour enterprise files; the permit and visa are the status basis, and experience plus certificates decide which trade fits you.
  • Q: Can I work in Hong Kong without a degree? A: Yes — ESLS imported-worker trades have no degree gate; experience and safety certificates count.
  • Q: How much is the agency fee? A: Licensed Hong Kong agency commission is capped at 10% of the first month's earned wages, payable after that wage; large pre-approval payments and deposits are violation signals.
  • Q: How long from application to arrival? A: Measured in months, 2–4 commonly; local recruitment and approval are the main variables. Start 2–3 months ahead.
