Labour Quota Application

The quota application itself is free of government charges; documents must be completed within 15 days, and hiring non-residents before approval is illegal.
Worker Recruitment
Visa & Blue Card Application
- Once the quota is approved, we file the 'stay permit as an employee' application with the Public Security Police Force; preliminary review for non-professional workers takes about 5 working days.
- With the application receipt, the mainland worker applies to the mainland exit-entry authorities for the Exit-Entry Permit and the stay (D) endorsement, and completes the medical check required on the mainland side.
- Under Law No. 10/2020, the worker downloads the 'entry voucher for work purposes' and must enter Macao from outside; eligible workers are granted a temporary permit on arrival and may work legally on a temporary basis.
- After final approval, the MOP$100 card fee is paid and the Non-resident Worker Identification Card (the 'Blue Card') is collected on the date stated on the payment receipt.
