Labour Quota Application

  • The employer must prioritise local workers and be registered for local recruitment with DSAL, showing that no suitable local candidate is available.
  • Provide the position's salary, working hours, entry requirements and duties; applications are filed under the 'professional / non-professional' category.
  • After ZHIAO files the application, DSAL reviews the employer's operations, local recruitment efforts, remuneration and past labour dispute records.

Visa & Blue Card Application

  • Once the quota is approved, we file the 'stay permit as an employee' application with the Public Security Police Force; preliminary review for non-professional workers takes about 5 working days.
  • With the application receipt, the mainland worker applies to the mainland exit-entry authorities for the Exit-Entry Permit and the stay (D) endorsement, and completes the medical check required on the mainland side.
  • Under Law No. 10/2020, the worker downloads the 'entry voucher for work purposes' and must enter Macao from outside; eligible workers are granted a temporary permit on arrival and may work legally on a temporary basis.
  • After final approval, the MOP$100 card fee is paid and the Non-resident Worker Identification Card (the 'Blue Card') is collected on the date stated on the payment receipt.

Arrangements for Working in Macao

  • While awaiting approval, ZHIAO gives workers a basic pre-departure briefing on Macao workplace culture for a smoother transition.
  • Under Administrative Regulation No. 88/2010, the employer must provide compliant housing or a monthly allowance of at least MOP$500 per worker; ZHIAO flags this statutory duty in the delivery checklist.

On-the-job Follow-up & Renewal

  • Regular check-ins with employers and workers during the contract to coordinate labour relations and lift retention.
  • Under Law No. 7/2008 (Labour Relations Law), fixed-term contracts may not exceed two years; renewal applications must be filed with DSAL 90 days before the approved work period expires.
  • Timely reminders and agency handling of Blue Card and stay permit renewals, plus quarterly reminders for the hiring levy — late payment incurs a fine of MOP$300–1,000 per worker.

Payment scope and timing

Scope: non-domestic imported workers hired by Macau employers. Amounts are in MOP per worker. The calculator uses the entered headcount; recurring costs use a 12-month example.

Employer payments: MOP$2,000 per worker to Zhiao when the service agreement starts, once only. The existing MOP$100 per worker card-processing quote is retained, with the amount and payment checked against the authority's notice and receipt at processing.

Recurring cost: the employment fee is generally MOP$200 per worker per month, paid by the employer to the Social Security Fund quarterly. January, April, July and October payments cover the previous quarter. Exempt or reduced-rate categories require separate calculation. The 12-month example is MOP$2,400 per worker and is excluded from the one-time subtotal.

Excluded: wages, housing or allowance, insurance, transport, medical checks and optional services. Unknown amounts are not treated as zero. Commercial fees follow the written agreement. The one-time subtotal is not the total cost of employment.
