Macau work-permit documents: quota application to Blue Card
Quota-stage documents must be complete within 15 days of notification; the Blue Card stage needs another set. This guide lists both stages so approval is not delayed by follow-ups.

Quota application stage: documents the employer prepares
When filing the quota application with the Macau Labour Affairs Bureau, the employer must prove the legitimacy of its operating entity and the genuineness of the job demand. Documents must be complete within 15 days of notification; delays can affect the review schedule.
- Business registration and operating proofs of the Macau entity
- Job list: role names, headcount and duty descriptions
- Local-recruitment notes (showing local hiring could not meet the demand)
- Employer identity documents and contact details
Stay-permit and entry-document stage
After the quota is approved, the worker applies for the "entry document for the purpose of work" and files for a stay permit with the Public Security Police. Stay authorization follows the Public Security Police case notice and is counted separately from DSAL employment authorization.

Blue Card (non-resident worker identity card) stage
Entering Macau from outside on the entry document, the worker receives the Blue Card after the substantive review passes and the MOP$100 card fee is paid. The Blue Card is the credential for lawful work in Macau; visa and Blue Card arrangements depend on the application category, required documents and authority notice.
