The labour order network for HK & Macau agencies
A labour order sharing network for licensed labour service companies and employment agencies — job order matching, resource sharing and collaborative delivery, with peers absorbing order swings and cross-border matching.
Why labour orders need a network
Labour orders sit inside individual agencies: swings can't be offset, cross-border matches can't connect, assets can't be reused.
Order volume swings, no offset
Quota approvals and peak seasons make order volume lurch; the network lets surplus orders and delivery capacity complement each other across agencies.
Quotas and talent split across 2 regions
HK quota demand and Zhuhai–Macau candidate pools live in two places; personal referrals are slow and leave no trail.
One talent pool, hard to reuse
Authorized candidate pools only serve current orders, with no channel to keep reusing the asset.
Selecting a system? How to choose an employment agency management system
Three matching scenarios
One network carries three kinds of labour order collaboration: HK quotas, Macau quotas and peer referrals.
HK labour orders
Quota demand under ESLS (Enhanced Supplementary Labour Scheme), construction and residential care homes, matched with licensed agencies' delivery capacity.
Macau labour orders
Orders under Macau importation quotas, matched two-way between Zhuhai–Macau labour enterprises and Macau-licensed agencies.
Peer referral & talent pool sharing
Authorized profiles and idle labour orders are referred between agencies, with every recommendation on the record.
The five steps
Same approach as the A2A network: agents advise and assist; consultants confirm key steps.
Pool injection
Agencies inject labour orders and authorized profiles into their own agent pool.
Two-way extraction
Job-side and talent-side agents extract match leads across the network.
Confirm the match
The system suggests matches with reasons; consultants verify and confirm.
Joint referral
Both sides' consultants advance referrals and interviews, fully logged.
Confirm cooperation
Both sides confirm the arrangement; records stay structured and traceable.
The five steps describe how the network operates, not a completed deal; AI advises and assists — matching decisions rest with licensed agencies' consultants.
Collaboration has boundaries — licensing comes first
Cross-agency collaboration does not change or dilute each agency's licensing duties and legal obligations.
Agencies set their own agreements
Revenue sharing, settlement and responsibilities between agencies are set by mutual agreement; the system keeps workflow and records only.
Job-seeker fees are capped by law
HK employment agencies operate under a licensing regime; for licensing and fee caps see the Labour Department's Employment Agencies portal.
Zero tolerance for unlicensed operation
A valid licence is the precondition to join; collaboration never replaces each agency's own licensed responsibility.
Tool-only boundary
ZJ.SUO provides system tools only — it takes no share of order matching and does no done-for-you services; matching and decisions stay with licensed agencies.
What this site does not do
- · No done-for-you quota applications
- · No share of order revenue
- · No substitution for licensed responsibility

Frequently asked questions
How do labour orders get matched?
An agency injects its labour orders (quota type, role, headcount, timeline) into its agent pool; agents extract match leads across the network, the system proposes matches with reasons, consultants on both sides verify and refer jointly, and the confirmed cooperation stays on the record.
How is revenue split between agencies?
By mutual agreement between the agencies. ZJ.SUO keeps workflow and records only and takes no share of any placement.
Can unlicensed agencies join?
No. A valid licence is the precondition; collaboration does not change each agency's licensed responsibility, and unlicensed operation is not tolerated.
How is this different from a headhunting system?
Headhunting systems serve one firm's search workflow. The labour order network serves licensed agencies sharing labour orders with peers — cross-agency order matching, resource sharing and collaborative delivery.
